Leadership Staff

  • Lisa Jackson, President / CEO
  • Lisa Jackson earned her Masters degree in Rehabilitation from Emporia State University. Lisa also has a Bachelor of Science in Rehabilitation Counseling and Education from Emporia State University. In 2001, she earned her Rehabilitation Administration Certification and in 2002 she received the Outstanding Graduate Award. Lisa has been in the field of Developmental Disabilities for over 22 years. Lisa worked for Sheltered Living while completing her Masters degree, she then accepted the position of Division Manager at Arrowhead West. Lisa returned to Sheltered Living in 2004 to serve as President and CEO. She has been a CARF surveyor for over 13 years.
  • Traci Vincent, Chief Operating Officer
  • Traci Vincent earned her Masters in Psychology with an emphasis in math and science from Pittsburg State University. Traci also has Bachelor of Science in Psychology. Traci was awarded the President’s Award in 2008. Traci has been in the field of Developmental Disabilities for over 17 years and has worked in direct care, training, quality assurance, management and administration. She has been with Sheltered Living since 1996. Traci is active with ACC, PTO and is an AWANA leader.
  • Kathy Brayton, Chief Financial Officer
  • Kathy Brayton earned a Bachelor of Business Administration degree at Washburn University. Prior to coming to Sheltered Living in 1992, Kathy was employed by Mize Houser and Company. Kathy is a past president and board member of Junior Achievement and is presently active on several committees.
  • Doug Vincent, PHR, Director of Human Resources
  • Doug earned a Bachelor of Science in Organizational Management and Leadership from Friends University. He is currently working towards an MBA degree. Doug has been in the field of Developmental Disabilities for nearly 20 years, working in the capacities of direct care, training, human resources, quality assurance, finance, management and administration. Doug has received awards for safety, political advocacy, community education of Alzheimer’s, fiscal management and retention among others. Doug’s last position before returning to Sheltered Living in 2006 was the Executive Director for Mosaic. Doug is active in Upward Bound and AWANA, is a Cub Scout Leader, coaches wrestling for Topeka Blue Thunder, trains Kansas citizens in personal safety and is currently the board chairman for ACC.

  • John earned his Bachelor of Arts degree in Communication Studies from the University of Kansas. John has 13 years of experience in marketing, media, development, fundraising and management. John was the co-owner of a company that created multi media marketing and development tools. John worked at InterHab for 7 years as the Director of Marketing and Development. John has been a legislative liaison and lobbyist for the MRDD field.
  • Tim Gorton, Director of Quality Improvement
  • Tim Gorton earned his Bachelor’s degree from Washburn University, he has taught Applied Intervention in Developmental Disabilities additionally at WU. Tim is a member of MENSA and served in the military with the 101st Screaming Eagles and received several awards. Tim is a State of Kansas Licensed Mental Health Technician and has completed the Kansas Institute of Positive Behavior Support Program. He was a recipient of the Pusitz Award as an employee of the Topeka State Hospital. Tim has been with Sheltered Living, Inc. for over 11 years.
  • Sara Ratzenberger, Program Conformity Director
  • Sara Ratzenberger recently moved back to Topeka to work for Sheltered Living, Inc. In her new position as Program Conformity Director, she will be responsible for the implementation and oversight of the Outcomes Management Report, Commission on Accreditation of Rehabilitation Facilities, safety and human rights programs, and overall licensing and regulatory assurances. Sara graduated from the University of Kansas with a Bachelor of Social Work degree. She has 10 years management experience and 8 years in the MR/DD field. Between 2004 and 2007, Sara was a Community Living Director at Sheltered Living, Inc.
  • Tandy Kimbrough, Director of Admissions and Habilitation
  • Tandy Kimbrough began her career in Minot, North Dakota. She has an Associates Degree in Developmental Disabilities from Minot State University. Kimbrough has extensive experience in the area of Positive Behavioral Supports and Behavioral Intervention Techniques. She was employed 9 years as a day care administrator in an organization that provided services for the dually diagnosed (mental retardation / mental illness). When Kimbrough returned to Topeka she was employed at the Family Service and Guidance Center where she helped developed the crisis intervention program and facilitated psychosocial groups in middle schools. She was the Director of the Attendant/Respite Care Program. She has also continued her education studying Public Administration. At Sheltered Living she assists persons served and their families through the admission process and provides the leadership for both the Adult life Skills Day Service program and the Independent Living Program.
  • Shannon Warta, Special Events & Marketing Manager
  • Shannon earned her bachelor’s degree in Public Relations from Kansas State University in May of 2008. While in college, she gained valuable marketing experience working in many different fields of the Athletics Marketing Department at K-State and in the Kansas City T-Bones Baseball organization. After graduation, Shannon spent 3 ½ years working in the marketing and public relations department at Heartland Park Topeka. Shannon has grown up in Topeka and is proud to be back working in the community.
